Fraudulent practices—like issuing fake acceptance letters or enrolling students in programs that don’t support their long-term goals—have left thousands of international students in crisis. Ontario, in particular, has faced challenges with housing shortages, job insecurity, and economic strain, partly fueled by such abuses.

For many students, what was sold as the Canadian Dream turned into financial hardship:

  • Paying tuition four times higher than domestic students.
  • Spending savings on acceptance letters with no real value.
  • Being left with no pathway to permanent residency.

And yet, it’s not all negative.

To address misuse, the Canadian government has rolled out several reforms:

  • Family members can now only accompany students in public graduate programs.
  • Many vocational colleges lost their DLI status or had student intake limits imposed.
  • New regulations were put in place to prevent “empty promises” made to students.

These changes are necessary, but they’ve also left many newcomers—especially PGWP holders—stranded without a clear pathway.

 

The Struggles of PGWP Holders

One of the biggest issues PGWP holders face is underemployment. Many graduates can’t secure jobs related to their fields of study. This is especially common in broad programs such as:

  • Business Administration
  • General Office/Administrative Diplomas
  • Vocational trainings without strong labor market demand

The result? Limited options for permanent residency applications.

For many, the solution has been to pivot careers—often into high-demand fields like healthcare. But here’s the catch: most health programs require significant financial investment and eligibility criteria that many international students can’t meet.

So what alternatives exist?
